Edwardsville City staff is finalizing the calculation of new utility bills for residents and businesses for the first billings using the updated 2023 rate schedule. Bills are expected to be printed and mailed out by end of week.
There are no changes to sewer rates at this time. For residential customers who are not serviced by private septic systems, the City utilizes a winter average model to determine flat sewer charges for the year. This is calculated using water meter reads provided by BPU for the months of December, January, and February. The average water usage in this time period is multiplied by the variable rate ($3.93) and added to the base customer charger ($24.95). This results in residential customer's monthly total, which is billed in two month increments. Commercial customers are billed using actual month-to-month water usage data provided by BPU. If a residential customer moves in outside of the calculation period, then the average usage for all customers is assigned to them until a new winter average can be determined.
In 2023, trash/recycling rates have increased from $18.70 to $21.25 per month (a $5.10 increase each two-month billing cycle). This increase is meant to keep pace with contractual increases included in the City's solid waste agreement with KC Disposal. Customers are billed $42.50 every two months for weekly trash (95 gallon) and recycling (65 gallon) pickup. Charges also cover cost for the May 20 City Wide Clean-Up event and curbside bulky item pickup event on August 5 and November 4. The City has a solid waste service agreement with local company KC Disposal through the year 2025. Additional trash or recycling bins may be added to your address for an additional $5.00 per bin.
Bill payments are due on the 20th of every odd-numbered month (January, March, May, July, September, November). Prior to March 2023, bills were due on the 15th of each month. In order to account for possibly delays with printing, USPS delivery, or BPU data delivery, the City pushed out the due date these five days to allow customers more time to process bills without becoming delinquent. Delinquent bills are charged an additional $5.00 per month (or $10.00 per two-month billing cycle). Bills that are unpaid for at least 30-days are subject to further penalties, including possible remittance to a third-party collection agency. The City encourages residents to reach out to City staff at 913-356-6000 (extension 1) to discuss payment plan options for delinquent bills to avoid the collections process.

Bills can be paid online by CLICKING HERE or by mailing in or dropping off payment to City Hall (690 S. 4th St., Edwardsville, KS 66111). To pay over the phone or to change billing details (switch to automatic payments, e-mail bill delivery, forwarding address changes, etc.) please contact City Hall at 913-356-6000 (extension 1). Customers who call and switch to e-mail billing will receive a one-time $5.00 credit on their account. Customers who switch to automatic payments via their bank account will receive an additional one-time $5.00 credit.
