CITY COUNCIL MEETING
April 28, 2008
7:00 p.m.

The Governing Body of the City of Edwardsville, Kansas met in regular session on Monday, April 28, 2008, at 7:05 p.m. in the City Hall Council Chambers.

The following Councilmember’s were present with Mayor Heinz Rodgers presiding:

            Chuck Adams      Craig Crider        Doug Danner

            John Eickhoff       Patrick Isenhour

The following staff members were present: 

            Reed Walker, City Attorney
            Phyllis Freeman, City Clerk
            Cliff Lane, Fire Chief
            Mark Mathies, Police Chief

Administrator Michael Webb was not in attendance.

SLOGAN WINNERS ANNOUNCED 

Councilmember Adams along with Jonetta Mellott and Kaylene Rindom of Bank Midwest awarded the following slogan winners.

0-12 years old:

1st Place, Alyssa Bland “In the know and on the grow”.

2nd Place, Jennifer McGee “Small city, big minded”.

3rd Place, Logann Stites “You’re only a stranger once”.

13 + years old:

1st Place, Kelsie Spencer “Small town livin’, big city pride”.

2nd Place, Becky Moad “Everything you want and more”.

3rd Place, Elijah Gaut “The place to call home”.

First place winners received a $250.00 savings bond. Second place a $100.00 savings bond. Third place winners a $50.00 savings bond.

Congratulations to the winners.   

APPROVE MINUTES OF APRIL 14, 2008 

Councilmember Danner moved to approve the minutes. Councilmember Crider seconded. 

Mayor Rodgers requested a roll call vote.

The motion was declared carried. 

PAYMENT OF BILLS - $104,537.48

Councilmember Crider moved to approve the statement of bills totaling $327,995.06. Councilmember Eickhoff seconded.

Mayor Rodgers requested a roll call vote.

The motion was declared carried.

OLD BUSINESS

CONSIDER PARK ASSESSMENT SERVICE BY

INDIGO DESIGN, INC.

(TABLED FROM APRIL 14TH MEETING) 

Councilmember Crider moved to approve. Councilmember Eickhoff seconded.

REQUESTS OR COMMENTS FROM THE PUBLIC 

Ken Brown, 1132 S. 105th Street stated that he had witnessed an illegal left turn at the intersection of 4th & K-32 Hwy.

Chief Mathies noted Mr. Brown’s concern.

Fred Brandt, 1449 S. 98th Street asked about the land immediately north of his home where the new detention was constructed.

Mayor Rodgers explained that Administrator Webb had the information and he will have Administrator Webb get back with Mr. Brandt.

Mr. Brandt asked if 98th Street will be repaired.

Mayor Rodgers stated yes there are plans to repair the street.

John Broman, 1400 S. 104th Street asked about a fence permit he had purchased and that he was not allowed to build a 6 foot fence across the front of his property.

Mayor Rodgers stated he became aware of this today. The fence regulations are on the city web site and he will discuss this with both the City Administrator and the Codes Official.

Mr. Broman stated there were fifty or more people at the last meeting that could not hear any part of the meeting and suggested that when items on the agenda will bring a larger crowd to hold the meeting in the community center.

Mayor Rodgers stated he will keep that in mind. Thank you.

Mayor Rodgers read the proclamation.

Council President read the proclamation.  

STAFF REPORTS

CITY ENGINEER’S REPORT 

Lance Scott, Cook, Flatt & Strobel Engineers, P.E. provided a written report to the Governing Body. Attachment “A”. The report covered East Side Improvements; regional detention facility; sanitary sewer main extension; I-435 frontage road; 94th Street; Woodend Road Improvements; Woodend Road, from 9th Street to FedEx Freight; Woodend Road, I-435 Interchange, and the varied Edwardsville Bond program.

No reports from City Attorney, Fire Chief and Police Chief.

COUNCIL AND MAYOR COMMENTS 

Councilmember Danner stated he had spoken to the Edwardsville Elementary 3rd graders. He read a few letters from the students.

Mayor Rodgers stated he also visited the Edwardsville Elementary 5th graders and spoke to them regarding opening a business in the city. He stated they had visited the city hall on February 29, 2008 and read some of the letters he had received.

Pat Roland stated the Christian Church will be holding a community wide garage sale on Saturday, May 3rd, and an open air farmers market. The farmer market will be every Saturday through October 25th. They will also be serving biscuits and gravy. The proceeds will go towards the “After School Kid-Care Program”.

ADJOURNMENT 

Councilmember Eickhoff moved to adjourn at 8:12 p.m. Councilmember Isenhour seconded.

Mayor Rodgers declared the motion carried.
