APPROVE MINUTES OF JANUARY 24, 2011
Councilmember Adams moved to approve the minutes. Councilmember Crider seconded.
Mayor McTaggart requested a roll call vote. The motion passed with Councilmember Crider abstaining, he did not attend the meeting.
STATEMENT OF BILLS - $186,736.99
Councilmember Eickhoff moved to approve the statement of bills. Councilmember Danner seconded.
After discussion Mayor McTaggart requested a roll call vote. The motion passed unanimously.
REQUESTS OR COMMENTS FROM THE PUBLIC
No requests or comments were presented.
CONSIDER ORDINANCE NO. 900
AMENDING MUNICIPAL COURT COSTS AND
ESTABLISHING COURT DAYS AND HOURS
After a presentation by Chief Mark Mathies and discussion Councilmember Adams moved to adopt Ordinance #900 with referenced changes in wording and spelling. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER ORDINANCE NO. 901 REGARDING
AMUSEMENT DEVICE LICENSING
After discussion Councilmember Eickhoff moved to adopt Ordinance #901 and striking out the last sentence in Section 4.05.041. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
EXECUTIVE SESSION
Councilmember Eickhoff moved to go into executive session for attorney/client privilege, the open meeting to resume in the City Council Chambers at 7:45 p.m.
Councilmember Danner seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
RECONVENE REGULAR SESSION
Councilmember Danner moved to reconvene regular session at 7:45 p.m. Councilmember Crider seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
ADVISORY REPORTS
ADMINISTRATOR’S REPORT
No report.
Councilmember Eickhoff asked Administrator Webb what has been spent on snow removal.
Administrator Webb stated under $20,000 based on the current statement of bills. Then we have to remember that the service is for January through December and what could possibly happen later this year.
CHIEF OF POLICE & FIRE
Chief Mathies reported:
Welcomed Police Officers Jason Closser and Ryan Brownell. These officers will be attending the academy in Hutchison in April.
CITY ATTORNEY
No report at this time
COUNCIL & MAYOR COMMENTS
Councilmember Crider stated he was very proud of the boy’s high school swim team. They will be competing in Topeka this Friday.
Councilmember Bishop stated he had received notification that the barbeque competition is sanctioned again this year. And that the snow removal went well.
Councilmember Adams stated that the Council had received their packet from the National League of Cities. They have a prescription program that is available to the residents. They are provided a discount card to take to the pharmacy; there are thousands of pharmacy members in this program. It would be great for the city to initiate the program and notify the residents through the quarterly utility bills.
Administrator Webb stated it has been a good program and at no cost to the city. It is a benefit if you are a member of the National League of Cities. Staff will research and report back to the Governing Body.
Councilmember Adams agreed with the comments on snow removal. He travels through many cities on a daily basis and ours was the best.
Mayor McTaggart read a thank you note from an Edwardsville resident thanking the city for doing a great job during the snow storms.

Councilmember Eickhoff moved to adjourn at 7:55 p.m. Councilmember Bishop seconded.
Mayor McTaggart declared the motion carried.
