APPROVE MINUTES OF JANUARY 25, 2010
Councilmember Adams moved to approve the minutes. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
STATEMENT OF BILLS - $102,800.25
Councilmember Eickhoff moved to approve the statement of bills in the amount of $102,800.25. Councilmember Danner seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
REQUESTS OR COMMENTS FROM THE PUBLIC
Jay Frazey owner of Dirtworks and contractual contractor that provides snow removal for the city stated he was having problems with who was to notify him to go out to plow snow and salt & sand the city streets. He was called out, had his crews come in to work and as they were leaving he received a call that cancelled the original call.
After further discussion Mayor McTaggart stated Mr. Frazey and city staff should meet to determine who is responsible to call out the contractor.
CONSIDER AUTHORIZING FINANCIAL PARTICIPATION IN THE
WOODEND ROAD, PHASE II PROJECT
WITH THE KANSAS DEPARTMENT OF TRANSPORTATION
Administrator Webb presented the “Award Contract Commitment of City Funds” documents for the Woodend Road, Phase II project. The city’s share of the $1,356,922.97 project cost is $38,000 with the approval of the Governing Body. The $38,000 will come out of the 2006 Bond funds.
Councilmember Adams moved to authorize Mayor McTaggart, Council President Doug Danner and City Administrator Michael Webb to sign the commitment of city funds document. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER RESOLUTION 2010-2
AUTHORIZING COMMENCEMENT OF CONDEMNATION
PROCEEDINGS FOR THE 110TH STREET PROJECT
After discussion Councilmember Danner moved to adopt Resolution 2010-02 authorizing the commencement of condemnation proceedings to acquire certain property for the purpose of widening and reconstruction of 110th Street between I-70 and Riverview Avenue. Councilmember Crider seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
PRESENTATION REGARDING CREATION OF
SEWER IMPROVEMENT DISTRICTS
City Administrator Webb introduced Dotty Riley, Kutak Rock LLP. Ms. Riley explained the creation of benefit districts. Benefit districts are the most common form of financing for Kansas cities in the state of Kansas. They are well established, some of the larger cities have done hundreds of them in a year. An informational brochure was provided to the Governing Body to follow during the power point presentation.

Police Chief Mathies reported he will be providing year end reports for Police, Fire and Court. Congratulations to Firefighter David Sledd for his promotion to Driver.

COUNCIL COMMENTS
Councilmember Danner stated that he, Councilmember Adams and Councilmember Bishop attended City Hall day in Topeka on February 3rd.
Councilmember Crider gave his condolences to Mayor McTaggart for the passing of his sister.
Councilmember Bishop reported that while they were in Topeka they met with Representative Margaret Long, Representative Tom Burroughs, Representative Frownfelter and Senator Kelly Kultala regarding the installation of a traffic signal at 98th Street and K-32 Highway.
MAYOR’S REPORT
Mayor McTaggart stated he had sent out letters to Edwardsville industrial businesses requesting a letter stating their support of the traffic signal at 98th & K-32.
City Clerk Freeman stated the Edwardsville Kiwanis Club is hosting a “Bowling for Kiwanis” fund raiser this Saturday, February 13th at Park Lanes starting at 1:00 p.m.. It’s open to everyone that wishes to participate. The Kiwanis Club supports the Bonner Springs High School, Vaughn-Trent Community Services, Head Start, Edwardsville Elementary School, Kansas Kiwanis Foundation and the Kiwanis International.
Administrator Webb stated the notice to proceed on Woodend Road should be in March. Earp Distribution is moving forward and should be closing on the land transaction by week end. There is a firm interested in the Cintas building as well as a retail business interest on K-32 Highway. They look very promising.
Administrator Webb encouraged attending the Edwardsville Community Dinners that are held the second Saturday of each month from 4 to 7 p.m. at the Methodist Church. It is a good networking tool as well as a good meal.
