APPROVE MINUTES OF JANUARY 11, 2010

 

Councilmember Crider moved to approve the minutes. Councilmember Danner seconded.

 

Mayor McTaggart requested a roll call vote.  The motion passed unanimously.

 

STATEMENT OF BILLS - $289,011.43

 

Councilmember Crider moved to approve the statement of bills in the amount of $289,011.43. Councilmember Adams seconded.

 

Mayor McTaggart requested a roll call vote. The motion passed unanimously.

 

REQUESTS OR COMMENTS FROM THE PUBLIC

 

No requests or comments were presented.

 

CONSIDER MAYORAL APPOINTMENT TO CEMETERY BOARD

 

Mayor McTaggart stated this is a re-appointment of Ola Howerton with the board’s recommendation.

 

 

 

 

 

Councilmember Danner moved to approve the re-appointment of Ola Howerton. Councilmember Eickhoff seconded.

 

Mayor McTaggart requested a roll call vote. The motion passed unanimously.

 

CONSIDER ORDINANCE NO. 889

SETTING SEWER RATES IN ACCORDANCE

WITH ADOPTED 2010 ANNUAL BUDGET

 

Councilmember Crider moved to adopt Ordinance #889 in accordance with 2010 budget. Councilmember Danner seconded.

 

Mayor McTaggart requested a roll call vote. The motion passed unanimously.

 

ADVISORY REPORTS

 

CITY ADMINISTRATOR

 

Administrator Webb reported on the difficulty in scheduling meetings with our district Representatives for City Hall Day in Topeka on February 3, 2010. To date confirmations start at 8:00 a.m. to 9:00 a.m. with meeting in different buildings. Each representative serves on committee’s that start at 9:00 a.m. everyday.

 

Administrator Webb stated he and the Mayor planned to attend the 2:00 p.m. afternoon session for the Legislative Program. Staff will continue to contact our respective representatives.

 

Administrator Webb reported the Unified Government is hosting a lunch meeting with the Wyandotte County Legislative Delegation on Tuesday, February 16th in Topeka. The meeting takes place at noon in the Docking Building. Members of our Governing Body are invited.

 

Administrator Webb reported letters were sent out today to area businesses regarding the installation of a traffic signal at 98th & K-32 Highway. The letter asks for their support and a written letter from them to take to Topeka on February 3rd.

 

CHIEFS

(POLICE & FIRE)

 

Police Chief Mathies reported the replacement vehicle should be here and equipped in a week to 10 days and placed back out on the streets. A grant application was made to fund a position through the court system as a domestic violence advocate and piggy back on

 

 

 

 

letters of support from K.C.K. and also our support. The application was denied because funding priorities were for existing programs.

 

Chief Mathies stated on the fire side he has made two Safer grant applications; the grant supports the hiring of laid off full-time positions; a second application under the volunteer program. It is designed for the paid on call volunteers helping us keep a small group to supplement our full-time force as it is now. It usually takes six to eight months before the determination is made. It is very competitive; they are expecting $200 billion in funding and $600 billion in requests.

 

Chief Mathies stated last summer a Fire Fighters grant application was made with no notification received as of this date. This grant application was for more fire equipment.

 

Chief Mathies reported that they are moving forward with Phase 1 in the fire department; department assessment; starting this week on personnel; gauging where we are and where are we wanting to go as far as personnel. There will be a self assessment or evaluation of self by each employee; a subordinate review of their supervisors; focusing on mandatory training. The interior of the building was recently painted, polished the floors, shaping up things, got desks that were donated to the city and installed them in the office. Bringing back pride in our appearance, pride in the physical building structure and over all in our job performance.

 

Councilmember Eickhoff asked what is being done with the Fire Chief’s car.

 

Chief Mathies stated it is being used for travel but not to use it too much so that when a new body comes on we don’t want to have to buy a new car. Continuing education for the fire/arson investigator is held in Wichita and the car will be used for that trip. It saves a considerable amount in travel expenses. There was discussion regarding fire unit 620 and the availability of other units in the fire department.

 

Chief Mathies reported that Miguel Viruete graduated from the academy last Friday and is on duty starting this evening.

Councilmember Adams serves as a representative on the Total Transportation committee and presented a detailed power point program.

Councilmember Eickhoff moved to adjourn at 7:40 p.m. Councilmember Bishop seconded.
