CITY COUNCIL MEETING

May 23, 2011

APPROVE MINUTES OF MAY 9, 2011

Councilmember Crider moved to approve the minutes. Councilmember Adams seconded.

Mayor McTaggart requested a roll call vote. The motion passed unanimously.


STATEMENT OF BILLS - $127,257.17

Councilmember Adams moved to approve the statement of bills. Councilmember Bishop seconded.

DISCUSSION OF ECONOMIC DEVELOPMENT POLICIES

TAX INCREMENT FINANCIAL (TIF) POLICY

Administrator Webb reported on the purpose, definition, Kansas Statute K.S.A. 12-1770 that establishes how the policy may be used, provisions within the TIF district, cost included in the eligible redevelopment projects, fees and the process to acquire the tax increment financing. Attachment “A”.

SPECIAL BENEFIT DISTRICT POLICY

Administrator Webb reported how Kansas Statute K.S.A. 12-6a01 provides authority for cities to create a special benefit district, levy special assessments, issue temporary notes, and issue general obligation debt. The eligible improvements and methods of creating a benefit district. A resolution is adopted by the Governing Body approving how the assessments are applied and that only certain types of projects may be considered. How the project costs may be considered.

After Administrator Webb presented the two policies a work session was scheduled for June 27th to discuss all the policies with Dottie Riley a representative from Kutak Rock and Brent Miles, Director of the Wyandotte County Economic Development Council.

ADVISORY REPORTS

CITY ADMINISTRATOR

Administrator Webb reported:

Katherine Carttar who served as an intern completed her time with Edwardsville last Friday. Interviews will start for a new intern in the next few weeks.

A comparison from various cities and counties regarding fees for solid waste was provided to the Governing Body. The report indicates that Edwardsville is on the low end of the average fee. A lot of them are in the $15-17.00 range. He had attended a solid waste meeting in Kansas City, Kansas for the entire county and their rate to the customer is $13.50.

Councilmember Mellott asked what needs to be done to have a bulk pickup.

Administrator Webb stated they will do whatever we want at a price. They do pick up bundled waste but if you call for a bulky waste pickup there is a separate fee charged. The city is currently under contract with Deffenbaugh until 2014. The Wyandotte County UG contract expires in 2013. It has been made clear not to forget us. We could be added to the current UG contract except that we already have a contract with Deffenbaugh and no way to get out of it. Next year there will be no brush or yard waste being picked up. The fear is illegal dumping and that Deffenbaugh will want a separate pick up for yard waste outside the normal contract. The big question is what the Johnson County Solid Waste Plan going to allow.

Councilmember Mellott stated on the bulky pickup it would be something to discuss when the time comes to renegotiate in 2014.

Administrator Webb stated the good think is that the UG will have their agreement in place and the question will be do we want to tie onto that or negotiate a separate contract.

Councilmember Adams stated in reviewing the information provided the fees don’t appear to be cheaper with multiple haulers than they do with a single contract.

Administrator Webb stated most cities on the Kansas side do not contract with individual haulers they license the haulers in order for the private contractor to serve customers within that city. The downside is that you have 2, 3, 4 different trucks going over the same roads everyday, then you have less control from a city standpoint. If there is a problem who would know who the hauler was and did they cause the problem.

Councilmember Adams asked if you have 3 haulers and you have contract with them would we be doing the billing.

Administrator Webb stated when you have multiple haulers, those are subscription services, they either bill directly or a lot of those providers, especially in Johnson County where they have homeowners associations and the HOA pays for the service. Some of the HOA’s here are set up that way, its part of their dues and they will pay for it. If it’s a contract like we have the bill comes to the city and the city bills it out.

Administrator Webb reported:

Road repairs have been done in the Edgehill subdivision. Both drainage and road repairs have been completed. Work was also done on 100th Street where there some bad pushing in the sub-base. Work will done to Pacific Street south of the bank.

Blake Street Mill and Overlay project has gone out for bid. Various contractors have been notified. Bids are to be submitted June 2nd and will be on the agenda for the June 13th council meeting.

The property at 110th & Riverview where there were large ruts in the yard a local contractor was hired to take care of the problem. We may need to go back and cut into the ditches for better drainage. It will also be seeded.

Councilmember Mellott stated there is a hole in front of Roscoe’s Bar-b-Que that the state needs to do something about it.

Administrator Webb stated the state was also notified about the inlet box was not draining at 4th & K-32 on the northeast corner.

In trying to provide some type of temporary access to Dollar General a call was made to Mrs. Roberts and she agreed to something on a temporary basis definitely not something permanent because she is actively marketing the property.

CHIEF OF POLICE & FIRE
Chief Mathies reported:

Firefighter applicants have completed the testing process leaving 9 good candidates for the needed positions. The next process will be the interview panel then the chief’s review.

Successful negotiating was completed with the union for the fire captain promotion process. The MOU did not define the promotional process.

With a holiday coming up the click it or ticket process in the metro area.

The state has changed the EMT regulations for certification. Their doing a transition and with the grant funds the department has the ability to hire an instructor to come to the station to teach the new material. It started today and will continue for the next few weeks.

CITY ATTORNEY
No report at this time.

COUNCIL & MAYOR COMMENTS

Councilmember Adams congratulated Mayor McTaggart for being named Kansas Mayor of the Year.

Councilmember Adams asked if Edwardsville was a part of the Wyandotte County Disaster plan.

Administrator Webb stated yes, the Wyandotte County Emergency Management that functions county wide.

Councilmember Bishop also congratulated Mayor McTaggart on his recognition as Kansas Mayor of the Year. He was at the conference when the announcement was made.

Councilmember Crider congratulated Mayor McTaggart as well. He thanked those that participated in the spring cleanup.

Councilmember Mellott congratulated Mayor McTaggart. He thanked the councilmember’s that helped at the cleanup. He stated we should keep the people in Joplin and the surrounding areas in our thoughts and prayers.

Mayor McTaggart thanked staff members Phyllis Freeman, Michelle Bounds, Police Captain Cullumber, Gary Carpenter, Joe Brockman, Heinz Rodgers and Councilmember’s Adams, Crider, Mellott for helping on this year’s spring cleanup.

Councilmember Bishop moved to adjourn at 8:00 p.m. Councilmember Adams seconded.
