CITY COUNCIL MEETING
November 9, 2009
7:00 p.m.
The Governing Body of the City of Edwardsville, Kansas met in regular session on Monday, November 9, 2009, at 7:00 p.m. in the City Hall Council Chambers.
The following councilmember’s were present with Mayor John McTaggart presiding:

APPROVE MINUTES OF OCTOBER 26, 2009
Councilmember Danner moved to approve the minutes. Councilmember Eickhoff seconded.
Mayor McTaggart requested a roll call vote. Councilmember Eickhoff abstained. The motion passed.
STATEMENT OF BILLS - $117,939.00
Councilmember Crider moved to approve the statement of bills. Councilmember Adams seconded.
After discussion Mayor McTaggart requested a roll call vote. The motion passed unanimously.
REQUESTS OR COMMENTS FROM THE PUBLIC
Ken Brown, 1142 S. 105th Street asked how much of a raise in property tax will there be since the half cent sales tax did not pass.
Administrator Webb stated approximately three and one half mills.
CONSIDER ENGAGING AUDITORS FOR ANNUAL AUDITING
SERVICES FOR THE YEAR ENDNIG DECEMBER 31, 2009
After discussion Councilmember Adams moved to authorize City Administrator Webb to enter into an agreement with the firm Wendling, Noe, Nelson and Johnson, LLC, certified accountants for annual auditing services for the year ending December 31, 2009. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER RECOMMENDATION FROM PLANNING COMMISSION
REGARDING THE CREATION OF THE
INDUSTRIAL PARK ZONING OVERLAY DISTRICT
AND ADOPTING ORDINANCE #888
Administrator Webb stated the Planning Commission has been working on updating the industrial park zoning and develop an overlay district as has been completed in other areas in the city. A public hearing was held with no opposition. The commission had concerns since metal buildings had been built and that those structures may lessen the value of other properties in the area and potentially impact future development.
After further discussion Councilmember Crider moved to adopt Ordinance #888. Councilmember Adams seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
ACCEPT RESIGNATION OF KATHY DEAN FROM CEMETERY BOARD
Councilmember Crider moved to accept the resignation. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER REQUEST FROM CEMETERY BOARD TO APPOINT
WAYNE SNIDER TO SERVE REMAINING TERM LEFT BY KATHY DEAN
Mayor McTaggart recommended the appointment of Wayne Snider to serve the remaining term left by Kathy Dean.
Councilmember Adams moved to accept Mayor McTaggart’s recommendation. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed.
ADVISORY REPORTS
CITY ADMINISTRATOR
Administrator Webb reported:
Unified Government of Wyandotte County/Kansas City, Kansas Board of Canvassers officially reported that the special election regarding the half cent sales tax question did not pass.
The ditch repair at TCI on Woodend Road is close to completion.
AT & T has started the relocation of their lines for Woodend Road Phase II.
A December bid letting is scheduled for the Woodend Road, Phase II.
110th Street improvements final contract document has not been returned by the state. Stimulus funds that are obligated to a specific project will be used.
CHIEFS (POLICE & FIRE)
Police Chief Mathies reported:
He did check into a grant for funds to improve city buildings, but based on the required criteria we don’t qualify. He is working on a victim’s assistance grant that is due in December.
Fire Chief Lane reported:
The city was notified that the opening date for the Safer Grant application that is funded by FEMA will be November 16, 2009.
Councilmember Bishop stated the grant pays for everything for two years.
CITY ATTORNEY
No report at this time.
CITY ENGINEER
No report at this time.
COUNCIL AND MAYOR COMMENTS
Councilmember Adams asked if an officer had been hired.
Chief Mathies stated he hired Miguel Viruete; he is attending the academy and will return to duty January 22, 2010.
Councilmember Adams reported that stimulus funds are being utilized for the State Avenue transit, the Metcalf transit and the Troost transit in Missouri. There is a need to prepare for future funding but at this time it is difficult. The committee is not sure which item to prioritize; maintenance always needs funding. It’s good to see continued funding for western Wyandotte County.
Councilmember Crider stated “Trunk or Treat” was very successful. There was more attending than what was expected. Creative Landscaping donated a tractor, four wheeler and two trailers to bring folks into the park and to take the trail ride. Jackson’s Service donated 200 hot dogs.
Councilmember Crider asked Administrator Webb about guard rail on 102nd Street.
Administrator Webb stated he will get bids for the work.
Councilmember Eickhoff asked if the mill levy will increase since the sales tax vote failed.
Administrator Webb stated the mill levy and budget has been set for 2010. The budget did not include potential funding if the sales tax had passed.

Councilmember Crider moved to adjourn at 7:37 p.m. Councilmember Eickhoff seconded.
Mayor McTaggart declared the motion carried unanimously.
