APPROVE MINUTES OF AUGUST 22, 2011
Councilmember Adams moved to approve the minutes. Councilmember Crider seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
STATEMENT OF BILLS - $251,164.63
Councilmember Eickhoff moved to approve the statement of bills. Councilmember Adams seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
REQUESTS OR COMMENTS FROM THE PUBLIC
Gary Carpenter, 11030 Riverview stated his concerns regarding the noise coming from the Village West area.
APPROVAL OF CHANGE ORDER WITH BHC RHODES
REGARDING THE LITTLE TURKEY CREEK SEWER EXTENSION PROJECT
City Administrator Webb reported the Unified Government has requested actual flow data as part of the design process. In order to accomplish the request a sub-consultant is necessary to perform the work. BHC Rhodes received two proposals for the work and has made their recommendation. Staff is requesting approval to authorize Administrator Webb to enter into a supplemental agreement which revises the project scope and fees of the original agreement from $85,300 to $90,350.
Councilmember Adams moved to authorize Administrator Webb to enter into the supplemental agreement not to exceed $90,350. Councilmember Mellott seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER RESOLUTION 2011-04
REVISING PERSONNEL HANDBOOK
Following a review of the proposed changes and updates in the personnel handbook regarding policies on vacation leave, sick leave, bereavement leave, health benefits, severe weather, call back, and safety policies a brief discussion was held.
Councilmember Adams asked how the vacations leave changes affect employees who were here before the policy was implemented.
Administrator Webb stated as shown in the proposed revisions “the city reserves the right to give an extension of this date to an employee”. The plan at this time is to give everyone through next December because it’s so late in the year to try to come into compliance but with the people that have a lot of hours we’ll set their max; it can be done in the payroll system; it can be set higher and as their time comes down then their new max will be what it is now. If someone was to leave today and they had 200 vacation hours the city is obligated to pay them the 200 hours. Even if someone was over the max say in June they still get paid for all their hours because they don’t have the opportunity to use them before the end of the year.
Councilmember Adams moved to adopt Resolution 2011-04 amending Resolutions 2008-09 and 2008-14. Councilmember Eickhoff seconded.

ADOPTING AN ECONOMIC DEVELOPMENT POLICY
Councilmember Eickhoff moved to adopt Resolution 2011-05. Councilmember Crider seconded. Mayor McTaggart requested a roll call vote. The motion passed unanimously.
ADVISORY REPORTS
CITY ADMINISTRATOR
Administrator Webb reported:
Meetings have been held with property owners along the Edwardsville Drive improvements with most residents donating land.
Randy Gorton, BHC Rhodes shared information on a draft layout for the proposed lift stations. No plans were left at city hall.
CHIEF OF POLICE & FIRE
Chief Mathies reported:
He will be presenting the lease purchases for police and fire vehicles at the next meeting.
There are two firefighters at the academy in Hutchison at a minimal cost.
New firefighter/paramedic has been hired for the fire department.
The ambulance grant application will be submitted this Friday.
Property crimes on the north end, terrific work from our detectives as well as great beat work from our officers actually catching people in the act.
CITY ATTORNEY
City Attorney David Duckers reported on the Davidson case. The city won the case in district court. It’s on appeal to the Court of Appeals and the League of Municipalities came in to join us in our brief and will file their own brief on behalf of the city. This past week the Kansas Farm Bureau filed to intervene on behalf of the Davidson’s. Hopefully the case decision will be in the spring.
COUNCIL & MAYOR COMMENTS
Councilmember Adams stated he is excited to have an economic development policy and acknowledged those that worked on the policy. It will be an asset for the future.
Mayor McTaggart stated he is looking forward to Autumnfest as well as his daughter’s wedding this weekend.
