APPROVE MINUTES OF AUGUST 23, 2010
Councilmember Adams moved to approve the minutes. Councilmember Bishop seconded.

PRESENTATION
GBA ARCHITECTS ENGINEERS
David Gurss, Kansas Department of Transportation stated it had become aware to the department that planning for additional traffic to the Village West area was necessary. Mr. Kertz introduced Paul Bertrand, PE, PTOE and Amanda Siemon, PE, PTOE with the GBA firm who had prepared the I-435/I-70/Village West Regional Transportation Study.
Mrs. Siemon provided a power point program and printed information for those in attendance. A regional transportation study was prepared with the following improvement recommendations. State Avenue and Village West Parkway to provide a single point interchange (SPUI); I-435 and State Avenue with a diverging diamond interchange (DDI); State Avenue with 98th Street providing intersection improvements – Parallel Parkway with 106th Street, Village West Parkway and 110th Street; I-435 & Parallel Parkway providing interchange improvements with (DDI or Diamond Interchange); I-70 & I-435 System Interchange Improvements; 110th Street Improvements with signals and turn lanes. “Attachment A”. CONSIDER ORDINANCE #895
ADOPTION OF 2010 STANDARD TRAFFIC ORDINANCE
Councilmember Adams moved to adopt Ordinance #895 as written this date. Councilmember Bishop seconded.

CONSIDER ORDINANCE #896
ADOPTION OF 2010 UNIFORM PUBLIC OFFENSE CODE
Councilmember Eickhoff moved to adopt Ordinance #896. Councilmember Adams seconded.

CONSIDER AUTHORIZING FINANCIAL PARTICIPATION FOR THE
110TH STREET & RIVERVIEW AVENUE IMPROVEMENTS
WITH THE KANSAS DEPARTMENT OF TRANSPORTATION,
PROJECT NUMBER 105 N-0286-01
Administrator Webb stated this is a state project with 80/20 funding. Eighty from the state of Kansas and twenty from Edwardsville. The project is to rebuild 110th Street from I-70 south to Riverview Avenue. The cities financial portion will be paid out of the 2006 bond issue funds. A pre-construction meeting is scheduled for September 15, 2010 and the start is set for September 27, 2010. The contract calls for 55 working days making the project completed by the end of the year. Unfortunately the road will be closed.
Councilmember Bishop moved to approve the financial participation for Project Number 105 N-0286-01. Councilmember Eickhoff seconded.
Council President Danner requested a roll call vote. The motion passed unanimously.
ADVISORY REPORTS
Administrator Webb asked Phyllis Freeman, City Clerk to report on the Autumnfest Festival that is scheduled for September 17th & 18th.
Mrs. Freeman stated the festival starts off with the bar-b-que competitors reporting at 10:00 a.m. on Friday, September 17th. There will be a free concert starting at 7:00 p.m. with “The Groove Pilot’s” performing. On Saturday, September 18th the day begins with the Mayor’s Prayer Breakfast sponsored by the Edwardsville Kiwanis Club at the Edwardsville Elementary School beginning at 7: 30 a.m. Crafters, commercial vendors, youth organizations and churches will be set by 9:00 a.m. The rides and games for all ages also start at 9:00 a.m. in the large green space north of the shopping center complex. Our annual parade begins at 10:00 a.m. going the same route as done in the last few years. There will be several units from local businesses, Bonner Springs High School band, Boy Scouts, vehicles from the Kansas Speedway and horse units. At 11:00 a.m. Karaoke begins with some surprise guests popping by. You have to be here to appreciate the multi-talented karaoke entertainers. Karaoke is directed by Dantastic Entertainment and is open to the public also. The car show will begin immediately after the parade or at 11:00 a.m. just south of Mac’s Place. Bank Midwest has been sponsoring the children’s pumpkin decorating for a long time and will be set up under the big tent in the large green space. Last year we started a salsa competition and will do it again this year as well as the traditional chili and pie. The music group “Almost Kissed” will have a meet and greet inside Mac’s Place starting at 2:30 p.m. and performing as well. At 5:00 p.m. the Bar-B-Que, parade, salsa, chili, pie and raffles winners will be announced on the stage. Bingo is being sponsored this year by the Edwardsville Elementary School teachers and staff beginning at 6:00 p.m. in the Edwardsville Community Center. A music concert begins at 6:00 p.m. in the shopping center parking lot. The first band is Classic Revolution and will perform until 8:00 p.m. with Scooter Trash starting at 8:00 p.m. until 11:00 p.m. This event is for the community, everyone is invited, and we plan to have a great time.
ADMINISTRATOR’S REPORT
Administrator Webb reported:
Woodend Road has a small punch list and will be completed.
Dollar General is planning a soft opening Tuesday, September 14th.
The fire department held a donation drive for MDA and collected $885.51.
All the firefighters have completed level 1 and 2 certifications.
Earp Distribution will be putting up walls within the next two weeks. They want
to be in full operation by April 1, 2011.
A new security business is moving into Plaza West.
CHIEF OF POLICE & FIRE
Fire Captain Paul Clark and Master Sergeant Terry Hammontree are over-seeing the departments while Chief Mathies is on vacation. He will be returning on Wednesday, September 15, 2010.
